The pictures are very unclear. It doesn’t quite match any of the suggestions, which included phalaropes in general. I know there’s been a red-necked phalarope in the area, but those pictures don’t feature the same dark mark on the neck as I see here.

Any way to tell if this was a person or wild animal? There are warning signs of cougar active in the are. I wasn't able to find any evidence of fur in the cuts.
The highest point on the tree was about 7 feet. It was taller than me but easily reached with a hatchet.
