I believe this is a Japanese Cherry Tree. Even though its not what a full-bloomed Japanese Cherry Tree is expected to look like, I believe that due to the winter season it is unable to blossom. The small leaves are orange, and the inside is reddish-pink. The tree stands at 10 ft tall.
