Tentative ID, but colour pattern matches, and its in range. Seen on sunchoke, Helianthus tuberosus, and I'm also sure I saw this bug, or another of the same species, last night on an annual fleabane, Erigeron annuus.

Keys out as Rivellia steyskali using Namba's revision of this genus: lack of strong humeral bristles; thorax dark brown/blackish (see below); fore femora uniformly "yellowish"; posterior dorsocentral bristles present, abdominal tergites not pruinose; thorax and abdomen unicolourous, dark brown or black. I've interpreted Namba's "yellow" to mean the pale orangish yellow of the foreleg, as did the contributor of this observation:
