I think I see isidia, which should make this Punctelia rudecta rather than Punctelia caseana, but I'm not entirely sure. it's kinda weird, all the vegetative propagules seemed to be concentrated in the center of the thallus.

really weird looking galls / plant pathogen on leaves of a penstemon, I think Penstemon digitalis but not sure. first 2 pics are of the underside, last 2 pics are of the adaxial surface. I can't look at these for too long without my skin crawling
