This plant did flower and is even producing seed. It has some regularly shaped leaves that appear to be more newly formed on the edges of the rosette. Some of those regular 3-lobed leaves do bear rust spots.
It seems as though this rust doesn't necessarily prevent Hepatica from flowering or even reproducing. Though considering that other plants that I've seen, which were infected with this rust but at earlier stages of plant development, were lacking flowers while surrounding plants were blooming. I imagine that this rust might reduce the number of flowering scapes or otherwise negatively impact reproduction. It also appears that the rust doesn't cause deformities on later-developing leaves, and that it doesn't always induce extra lobes on leaves that bear fruiting structures.
